I could see Joe taking it. He's already a confirmed bullet timer.

He sees people in slow motion, can blitz squads of men and his strength is enough to rip apart steel bars with ease.

He could probably disarm Hank like he did with Baxter(shown above, Baxter who also was another like Joe) and take out Hank.

I don't really remember much of Hank however, though I don't think he's nearly as fast as Joe.

Damn, 9 years. Whatever, assuming this is base Hank...

Hank regularly aim dodges gunfire and his high end feats puts him into low levels of bullet-timing range (with one absurd outlier feat that puts him above supersoniv in reactions, but i'm gonna pass it). His feats are at least faster than the pic you posted considering how large distance bullets come from

Bullets are not FTE to Hank and Hank has literally blitzed multiple people before

Those are some thin bars. Hank has feats that could replicate or at least come close to that. Hank has literally put similiar/superior stuff into table of every feat you posted. /:
