Many people tend to give Roku's lack of feats a pass for his incredible bending scale that he can use to simply overwhelm the vast majority of characters. However, being limited to only firebending, and facing P'li specifically, i don't think it's going to work, as she showed to be able to handle great firebending scale without much trouble. Which is why Roku's lack of feats of potency, defense and mobility leaves it to vague assumptions. If he's an incredible firebending combatant that can rival top tier characters - he probably wins. If not - he loses.

I'd favor P'li, at least until we get more on the full breadth of Roku's firebending prowess - so this has potential to change up as his novels come out.
Roku should be able to win. There's a discussion to be had about how much advanced combustion bending would catch him off-guard, but, with basic knowledge on the table, it's probably not enough to hinder him for a majority.
