I would 1st Form Garou at anywhere from Continental to Multi Continental in all honesty. SC was Continent sized and the amount of energy his drill technique would generate would be minimum that tier and PF Garou one shot him. The MC stuff you can get from the narrative of SC>Orochi as I said above in my first post

2nd Form I would probably place at Multi Continental massively scaling above his first form

3rd Form I have at Moon level or so as well from being around MB Boros tier ( in my opinion tbh ) and his extreme mountain quake feat that affected the planet ( no bulge from retcon )

Psychorochi>Sage Centipede=Evil Ocean Water>Platinum Sperm>=Orochi

Still going with Orochi, good fight tho
