Becuase Rob Lucci is very strong... (Zoro isn’t as strong as many like to think aswell)
Rob Lucci can can take multiple hits, dodge attacks, react to, and match a punch from G5 Luffy which is Luffy's peak of power.
Awakened Rob Lucci is incredibly powerful... which is why Rob Lucci can pose such a large problem for Zoro despite Zoro having already used KoH mode on him and still being unable to finish the fight having to turn it off to stay in the fight.
Also the Seraphim while they do share Alber's lineage factor they are not him as they have a ton of other pieces that make them as strong as they are. Not to mention from what we saw the Seraphim never turned off their Flames and instead they had to be restrained in seastone bubbles to stop them as they couldn't conventionally defeat them.
So yes Rob Lucci can be stronger than King but that doesn't mean he (or anyone) can conventionally defeat a Flames On Lunarian while also still being a massive problem to Zoro.

Rob Lucci seemed to have garnered some random hate and people started lowballing him. Not sure why anyone expected him to be weak.
It's the Zoro fan boy cope train that's all. The recent Sanji feat, along with Zoro struggling puts them right around the same level and showcases they have different strengths.
Also Luffy is infact just that strong and the gap is infact just that big. Zoro and Sanji are closer in power (read: they are on the same tier their stat spread is just different as I pointed out in another thread) than they are close to Luffy. Sad reality is that if they fought Luffy,Luffy could possibly two shot them in G5.
So it's just a lack of respect for Lucci. He ain't even my top ten favorite character in the story but he does got one of my favorite attacks :Hand Gun simple and brutal

People were just hoping Zoro deals with Lucci so they can claim some relativity to Luffy

Bruh he's an awakened zoans. They have busted recovery/regeneration rates. He has actual martial arts in a story where most people are brawlers. He has decent Haki. He is a complete package with no real easily exploitable weaknesses. Rob Gucci is not a a gimmick fighter.
Keep in mind without ENMA vs king Zoro would have lost. If King wasn't stupid and just kept flame on mode Zoro would have lost. So this isn't surprising that Zoro is struggling and RL is stalling him fairly comfortably.

Yes.
While the story does revolve around the strawhats it's not like other characters are just not doing anything.
Also keep in mind that if Zoro had fought Rob Lucci back in enies lobby he would have been destroyed. So if we are talking scaling wise it would be weirder that's a opponent that Luffy struggled with (read: almost died) would now suddenly be "just" fodder to Zoro.
Also I do see where your coming from btw and I understand but as I said in a previous post the gap between Zoro and Luffy is a order of magnitude. However a CP0 agent should be able to at least stall Zoro to be worth his salt. To double down on this further remember the agent that caused Luffy to die to Kaido by doing ironbody? We have enough evidence to now say Lucci is stronger than him. So it's not like it's just a magical stretch that Lucci can keep up with Zoro it would be more weird if he couldn't.
Also keep in mind that from now on fights won't be a walk in the park anymore. People at the top or near the top are that strong. The strawhats will struggle. So part of it is plot yes but it doesn't take away from Rob Lucci or Zoro it's just displaying the levels they are at and creating that seperation between first commander/admiral/in-between teirs and the Yonko level that G5 Luffy is at.
