why collected editions, or TPB, are cataloged separately

Following on from this, what's the expected convention for moving from one layout to the other? I've seen this crop up with a few series, where the separately catalogued issues are brought together into one volume. While I'm all for that consolidation, the old IDs for the originally separate series seem to be getting re-used for other completely different series, which means any external references to these are wrong if looking up the book based on the previously recorded series ID.

As an example, until the end of last month, the TPB Catwoman: Race of Thieves was a single issue in its own series here (as visible in the history): https://comicvine.gamespot.com/gekiga-no-1/4050-78349/

It now points to a completely different comic (Gekiga). The TPB now lives under this series (https://comicvine.gamespot.com/catwoman/4050-94785/) which previously only represented a single TPB in that series.

Isn't there a way for the old reference (4050-78349) to be locked/archived so it doesn't suddenly point to something else?
