Thor actually wins. Storm cannot tank anything he uses and lightning won't do anything to him.
Actually, Storm is the one immune to lightning. Thor isn't. Storm beats Thor in a split second by cascading the electrical impulses in his brain just like she did to Sinister.
@stormcell: She doesn't do that in character, his body was literally covered and wrapped in lightning, and Storm has KO'd herself and nearly killed herself several times with her own lightning. She, more often than not, is affected by electrical attacks.

But seriously, Thor has no sold his own lightning, tanked massive town and city busting explosions and survived a neutron star, i doubt Storm's lightning is going to do much to him, consistently speaking.
Storm has immunity to lightning attacks that has recently been permantly established for the those that dont know and have affected alot stronger than mcu thor with her lightning. With her flash freeze he has no counters to it storm for the wind.

At the very least, Storm's "lightning immunity" is inconsistent and it has never been officially established via narration, handbook entry, or author statement. Not even taking into consideration the idea that that's a no-limits fallacy anyway. Would she be immune to 616 Zeus' lightning too since she's "immune" to "all" lightning? It's absurd.

On Topic: Storm Wins with mid difficulty.
Movie Version Thor is nowhere as powerful as his Comic Version. But I can see him giving 616 Storm a good fight. But with Storms versatility in powerset i see Storm taking it. Also, I don’t see how adding “Stormbreaker” makes any difference.
Huh the difference in the responses really says something about the bias. Anyway, the only thing Storm needs to worry about is Stormbreaker (lol), his lightning is nothing that would take her out even if we ignore the time she said lightning doesn’t hurt her, she has deflected and just absorbed powerful lightning not to mention the times she has flat out tanked it, also his strength will never be effective. It's not gonna be a walk in the park but if she can affect a powered Nate Grey and the robotic Thor, overload people who can absorb energy etc then I don't see how Thor could stand up to that for long. Her wind would pummel him as well and freezing temperatures immobilize him even temporarily.
I can’t see how Thor would stomp of all things, I mean seriously. Even if she can’t ko him with her lightning (which I doubt), then she could fry his brain *gasp* I know how dare someone mention that, must mean I'm the most biased fan. No that’s not an opening move, maybe a 3\10 if it's been a few minutes of pummeling him and nothing takes him down (which again I seriously doubt but I’ll pretend that she’s as weak as some pretend she is here) then why would she not consider more deadly moves on a more durable target, which is why she did it? But seriously if she can survive against a clone of him for a few minutes and the real version for a hot minute (literally) even when he’s not trying I really wonder what the reasoning is that he can stomp her, It would be generous to even say he can take a round or two if good old plot was involved.

Storm having immunity to lightning based attacks is a NLF. Is she also immune to lightning(s) from the Living Tribunal or Eternity?

Not true. Thor is above super-soldiers in reaction time and movement speed even without his hammers. He blocks shots that tag Captain America. He tackles Hulk through reinforced steel doors at speed where Natasha can't react to. I can also objectively prove that Thor can beat any olympic athlete in a race.
Thor's flight speed with Mjolnir was super-sonic. Mjolnir created a sonic boom in the first Thor film. A legitimate sonic boom where you can see the mach cone and hear the audio of the boom. Thor created a mach cone when flying away from the dragon at the beginning of Ragnarok. With Stormbreaker he hasn't made any sonic booms, but his flight speed is still way beyond a normal human.
