To the best of my knowledge, the agreement between Sony and Disney expires with Far From Home. A new agreement would need to be negotiated for another solo Spider-Man MCU movie. I would assume with the success of Venom, Sony is eager to get actual Spider-Man involved in their Sony-Spider-Verse, so I don’t see how Cyclops would be in Spider-Man 3.
Actually Sony should make they own Spider-Man ! Will Poulter in my opinion will be very good Peter Parker/Spider-Man ! MCU Spider-Holland is at least rubbish for Sony's Venom !
And how to introduce first x-men in MCU ? Through the Avengers: Endgame - some things with inf. gems. Gems shatters, Scarlet witch... she die. DNA spreads all round, mutants rise... imagine something.

Avengers 4 post credit scene:
Wanda in some Avenger headquarter room, with her abilities/powers out of control. Someone try helps her to relax. At once we hear some voices from the background... "just how you find this place", "you shouldn't be here"... some older man (played by Christoph Waltz) enter in and Wanda say... Dad !?
Dad: Honey i hear...
Wanda: I don't care what you hear !
Dad: But Wanda please...
Wanda: (yield) I don't wanna listen you...
Dad: I'm your father, you can not...
Wanda: Now you wanna be my father, why you don't be my father when we really need you ?
Dad: (grab her for arm) Wanda please not in front of...
Wanda strange abilities goes through from both of them, then back into Wanda and throw dad away.
Dad: What the... (some avenger member from the room help him stand up)
Some avenger member: Mister Erik are you OK. We are...
Erik: I'm fine, i'm fine... thanks. (Look at Wanda) Hope we will see again.
He goes out of Avengers Headquarters, fall on his knees, turn around self... and remove some thing from his right shoulder only to find, more of metal object sticked to his arm !!! He look at it in wonder... screen goes black !
