The Flash finds the remains of the Eradicator's latest victim, as well as the murderous vigilante's calling card. The Flash, as police forensic scientist, Barry Allen, brings the remains in to police headquarters for analysis. Notorious West Coast crime boss, Goldface, makes his presence known in Central City. Senator Creed Phillips denounces the Eradicator's grisly method of fighting crime. Allen, as the Flash, is en route to another awards ceremony, when his attention is drawn to shuttered bank windows. Entering the bank, the Flash discovers a robbery in progress. After taking down the would-be thieves, the Flash resumes his race to the awards ceremony. Phillips presents the Flash with a plaque commemorating the Flash's continued service to Central City.
Mick Rory, formerly the notorious Heat Wave, is abducted by Goldface's thugs. Rory knows the Flash's secret identity, and Goldface wants it. Rory activates a heat shield, that allows him to escape from Goldface's clutches. The Flash apprehends notorious pick pocket, "Fingers" Lonnigan. The Flash interrogates Lonnigan regarding the murder of Central City crime boss, Mugsy Malone. Lonnigan fingers Goldface for the crime. While analyzing the remains of the Eradicator's latest victim, the Flash, as Allen, is called to Police Captain Darryl Frye's office. Allen finds Frye in his Captain Invincible costume. With the Flash no doubt occupied with Goldface, Captain Invincible declares his intent to go after the Eradicator.
To demonstrate his quick change acumen, Captain Invincible calls Frye's secretary, Madge, into the room. Madge enters to find Frye in his underwear, his quick change skills still, clearly, needing a bit of practice. Phillips is contacted by his doctor, regarding anomalies in a recent chest x-ray. Goldface murders one of his minions for failing to track down Rory. Phillips' doctor is murdered by the Eradicator. Goldface attacks Central City Police Headquarters, to draw out the Flash. The Flash hammers away at Goldface, but his blows prove ineffectual against Goldface's armor. After getting a good grip on the Flash, Goldface haymakers the Scarlet Speedster, knocking the Flash, unconscious, and clear across town. Rory holes up in Allen's apartment.
