He has too many feats of moving FTE to or blitzing characters with supersonic/hypersonic speed.

Hypersonic+/on the low end of High Hypersonic is a safe placement for him thanks to his feats and scaling. But anything above however will require using some very unreliable stuff such a as calcs and questionable interpretation of feats.

Hypersonic/Hypersonic+ I'd say.

This is absurd when two fodder ghouls were able to outrun gunfire before it hit the people they were trying to protect. Arima is undoubtedly faster than them.
