Question, can fictional islands be made in this verse or does that come off as an Empire/Territory rule?

I was asking because I wanted to create a large "criminal island" like a pseudo city state

Your character(s) wouldnt be able to control its military, politics, or leadership. It'd have to just be a location within the CV22

@phantomshell: Can I establish the securities in place and then leave the "leadership" as a place controlled by NPC factions with no known figureheads? (Which can be fleshed out later in rp threads)

Just so Im clear, on enhanced physical stats - does it count as one or does durability and speed count individually as part of the 5 limit for street+?

good question I dont really know. I think I've been treating them as having taken up two individual slots.

I know I'm not a part of the team that made CV22 but I agree with G. Those two should be considered as two different powers.
