Xenophobic and chauvinist, Lieutenant Liberty was a delusional super human from unknown origins who saw himself as a "hero" and wanted to clean America from any impurity, in a very bigoted 50's point of view.
Under his own distorted perspective he tried to clean Washington DC, spreading the terror among citizens and clashed with genoactive members of the DV8 team. Sublime stopped him by tearing off his heart. He survived that experience, but was unable to escape his desilusional warped world.
It was revealed than his presence was part of an experiment gone wrong. His creators had define him as useless.
