To me at least when I think of the way Storm’s core ability has been described to function there seems to be a clear case for her power to mature into fundamental force manipulation. Her mutation naturally attunes to the energy and forces behind the environment around her. Not just to the natural elements of her environment but to the energies that act in the background of these processes and phenomena. It would only make sense that if she can attune to the forces of earth because that’s what she was born to and first learned from, Then to the forces of space such as cosmic and solar energies. Then to the energies of different dimensions. The next natural step is to the energies and forces behind the universe itself.
Now im not saying that she should have to jump up to some universal controlling god mutant. But it just makes sense for her power to expand to the forces behind the universe to be in her realm of influence. She’s already shown the ability to manipulate 3/4 of the fundamental forces such as electromagnetism, weak nuclear, and strong nuclear force. The only thing missing so far would be gravity.
It explains how she’s been able to do most of the feats she’s accomplished under her own power. And she is an omega level mutant with powers that don’t have a quantifiable limit in their realm of influence. And this isn’t even with the added fact of her mystic ancestry increasing the potency of her powers to affect and bypass beings of mystic origin and superhuman resistances. It’s even been hinted at through her past comics and experiences that her full potential is cosmic.
Her power has always alluded to to being a high tier energy manipulator. As she’s always stated to see the entirety of the natural world as energy and forces when her powers are in use, then she manipulates and bends those energies and forces to her will. Never stating weather was their end. Potentially manipulating all natural energies in the universe give or take esoteric energies found in the marvel universe. It just seems that more often then not she doesn’t delve deeper into the micro implications of those energies and forces unless their the ones she’s more comfortable with due to experience such as the ones that govern the weather of earth. Weather seems to be more of her comfort zone then her only realm of influence. She seems to more so prefer to manipulate the elements around her as more so blunt tools and shaping them as attack rather then getting into the physics applications more often then not. (Mostly due to writers and her as a character preferring not to upset the natural balances of the environment and systems in play)
