He is multi city block level at base id say if he lets loose with a solid hit. When he hit caps shield the energy output was very wide. In his first movie he lvled multi city block lvl on the ice world basically with one lighting strike and that was a quick ground slam. If he charges his attacks we all saw how powerful it is. No matter what the debates are he generated enough power to wipe out a city and the island it was on. So at peak lvl he is city lvl power for now. I'm pretty sure we will see a whole new lvl in thor ragnorok.
