Why is Franklin a mutant but wanda and quicksilver are not mutants anymore?
Expect Wanda and Quicksilver to be reclassified as mutants again right about the time the X-men are about to hit the MCU.
All that was is petty cross fighting between Fox and Disney/Marvel and of course it would tarnish DisMar if Wanda and QS were suddenly reclassified as Mutants so soon after the deal was closed. It would basically be admitting that the only reason DisMar stripped them of their mutant status in the first place was to spite Fox.

IIRC he does carry the mutant gene.

Dunno. I'm more concerned about WIccan and his possible place in HoX than I am about Wanda and Flash Jr.I feel like if "Magic" was a possible category on Hickman's list he definitely would have made the cut along with his mother.
And yes Franklin carries the X-Gene.

Here's more accurate list :
- Franklin - Reality warping on universal scale, created pocket dimensions and fought against Celestials.
- Monarch - I dunno, Quantum string manipulation is hella OP.
- Legion - Erased magical elder gods and contained entire universe in the box.
- Iceman - Defeated cosmic being Stranger after freezing celestial ship, disintegrated Thor and Mjolnir.
- Mister M - Same as Monarch. Matter manipulation should counter almost any superpower, on paper.
- Vulcan - According to his creator, he could compete with Onslaught and Phoenix thanks to his hidden potential.
- Exodus - Erected psi barrier over Genosha and was simultaneously dealing with X-Men/Avengers.
- Magneto - Stopped breakworld bullet in its track, can control Earth's electromagnetic field.
- Jean Grey - Consistent planet level telepathy, almost stalemated with LS Nate Gray in telekinesis.
- Hope Summers/Kid Omega/Storm - All three are trash.

Def planetary in TP, but i'm almost certain the latter is false, she + dozens of others were simultaneously dominated by LS Nate with tk in every encounter.

Generally speaking and not including aliens. I’m aware of the gene but what are some exceptions?

Those same auras are present during tp encounters.
Regardless multiple attacks are happening at once, the scan is ambiguous at best.

Storm's only competition for the number 1 spot on this list are Franklin Richards and Legion. She should be ranked at number three at the lowest.
Storm's feats:
1) She wielded enough power to defeat three beings who were the sum of all matter/life/energy for an entire reality's past, present and future. She tapped into the same power source they were a part of and overpowered them.
2) She defeated Adversary, a universal-level threat with an overwhelmingly powerful attack.
3) She harnessed the full power of a galactic core (millions of stars and planets crammed into a relatively small area of space)
4) She summoned winds strong enough to redirect the full power of Sienna Blaze, a mutant powerful enough to split the planet like a ripe melon.
5) She pulled gamma rays out of a gamma ray gun and fused them with the energies of the world to create an elemental shield around the entire Earth that deflected a world-wide radiation blast from the sun.
6) She blanketed the entire planet with solar winds for four hours straight while maintaining control over the energy so as to not do any damage to the Earth or anyont on it.
7) She was stated to be powerful enough to set the Earth's atmosphere ablaze.
8) She ended a hemisphere-sized hurricane with a wave of her hands.
9) She channeled a continent-sized blizzard through her body to the very top of the atmosphere.
10) She has demonstrated both atomic and subatomic control over the elements allowing her to even create clothing out of thin air via electron manipulation.

Anyway, the trash on this team are Jean, Iceman, Exodus, and Magneto. They shouldn't be on here as all of them have clear limits that have been defined in canon.
Iceman's defeat of Stranger was pure PIS, by the way. Not only is Stranger a massively powerful telepath (which he could've used to destroy Bobby), but he also wields the power cosmic at levels higher than the Silver Surfer and can control matter down to the subatomic level. Iceman's powerset can't compete with that.

Mr. M, Legion, and the reality controllers are the only ones on the list who could potentially give Storm grief in a fight.

I actually think the OP list is a fair one. been reading up on some of the others not familiar with but ororo definitely higher than characters she is listed above.

Elixer, Exodus, and Vulcan should definitely be below Ororo, though. As far as Vulcan goes, I'll admit that I don't know all of his feats, but I haven't seen or heard of him doing anything close to Storm's high end feats.
Mr. M's power set could be problematic for Storm in a fight, but he doesn't have the feats of raw power she has. It's more the nature of his power that would pose a threat to her rather than his power level itself.
Proteus would be kinda similar to Mr. M in the threat he'd pose to Ororo, but Storm could always do to him what she did to Stardust. Storm's power has far greater reach than either Proteus or M, and because of that reach, she has much greater destructive capabilities than either of them.
So, in terms of who wields the greatest amount of raw power, I still say that only Franklin Richards and Legion can compete with Ororo.
@stormcell: from reading their wikis alone I dont think ororo would be able to do much against the three mutants you listed. the only thing that may allow her victory is her goddess powers but a lot if this is still unexplored and it's not quite clear what limitations she would have. but with the three elixir exodus and Vulcan their durability ability to regenerate and/or reality warping ability would make it hard for me to think ororo at her current levels us more powerful than them.

In terms of raw power, she's more powerful than Elixer, Exodus, and Vulcan. That said, I would think she could kill Exodus or Vulcan if she wanted with some of her internal attacks like the electrical impulse thing...or she could probably incinerated them to ashes which would render them beyond the ability to heal. As for Elixer, while I don't think she can kill him permanently (he can come back from the dead, IIRC), I don't think he'd be able to get close enough to Ororo to do anything. Maybe she can hurl him in space or drown him out at sea at a depth so great he'd never be able to make it to land again?
Anywho, you may disagree, but these were my thoughts. That said, I don't think any of these three (Vulcan, Exodus, or Elixer) brings to the fight the raw force and power Storm does, though they do have greater regenerative abilities than she does.
Hating aside it's about time the main man Magneto gets his title. Anyone who rebuilds and acts as a nervous system of a celestial, grabs a planet sized bullet mid flight what millions of miles away? Throws planetary solar flares and tanks multiple nukes deserves to at the very least be in Icemans class...

Where has Magneto thrown planetary solar flares? I think you've got him confused with Ororo who threw planetary solar winds.

I don't recall it even being anywhere near the size of a city. It should also be noted that the bullet was hollow, intangible, and in a zero-gravity environment meaning it weighed next to nothing.
